Private Consultant - 2003 - present
North Cape Fisheries Consulting, Anchorage, AK.
Owner and operator of a private consulting business in Anchorage
providing analysis and data services for Alaska fisheries.
Regional Supervisor
- 1998 - 2003
Alaska Department of Fish & Game, Anchorage, AK.
Supervisor for all programs within the Division of Commercial
Fisheries relating to the Central Region, (Prince William
Sound, Cook Inlet and Bristol Bay). Responsibilities included
management of a $6.0 million annual budget and related programs,
50-60 full time employees, 150-200 seasonal employees, 5 field
offices and 2 research vessels. Established policy and set
priorities for fiscal issues, personnel, research priorities,
and positions on regulatory issues before the Alaska Board
of Fisheries.
Regional Management Biologist
(FB-IV) - 1991 - 1998
Alaska Department of Fish & Game, Anchorage, AK.
Responsible for harvest management and supervision of the
salmon, herring, ground fish and shellfish fisheries of Bristol
Bay, Cook Inlet and Prince William Sound management areas.
Supervised five area management biologists and two vessel
captains. Prepared budgets and established priorities for
the management programs in Central Region.
Area Management Biologist (FB-III)
- 1986 - 1991
Alaska Department of Fish & Game, Cordova, AK.
Responsible for harvest management of all salmon and herring
fisheries in the Prince William Sound and Copper River management
area. Oversaw and/or directed fishery assessment programs,
habitat monitoring, planning, permitting, administration,
facilities maintenance and miscellaneous other items that
support the fisheries program. During the Exxon Valdez Oil
Spill, established the PWS Salmon Harvest Task Force, to work
with stake holders in the development of harvest management
strategies.
Assistant Area Biologist (FB-II) - 1983 - 1986
Alaska Department of Fish & Game, Cordova, AK.
Assisted with management of the Copper River and PWS commercial
salmon fisheries. Project leader for the Miles Lake sonar
escapement project. Generated in-season analysis of Copper
River salmon escapement. Flew aerial surveys of the Copper
River and Prince William Sound salmon spawning streams. Developed
computer applications to catalog and analyze escapement data.
Developed run timing curves and tracked cost recovery, brood
stock collection and common property harvests at the four
salmon hatcheries in PWS.
Set up a micro-computer based fish ticket system. Managed
the PWS herring roe on kelp in pounds fishery. Flew aerial
surveys for herring and assisted with the management of herring
sac roe and bait fisheries.
Assistant Area Biologist (FB-II)
- 1981 - 1983
Alaska Department of Fish & Game, St Marys, AK.
Project leader for the Lower Yukon salmon test fishing programs.
Prepared analysis of run entry and assisted with the management
of the commercial salmon fishery. Flew aerial surveys of spawning
tributaries of the lower Yukon River. Supervised the Emmonak
field office and set up a year round field office in St Marys.
Developed a micro-computer based system for on site data entry,
analysis and real time reporting of fish ticket information.
Developed, installed and maintained similar micro-computer
based fish ticket systems in the Upper Yukon, Norton Sound,
and Kuskokwim management areas. Set up and operated a remote
herring camp and Cape Romanzof for assessment, biological
sampling and management of the fishery.

fisheries stock modeling.
